ACF-UK has developed a department that focuses on the continual internal evaluations/assessments/audit of programmes for Action Against Hunger's international network. We carry out an average of 36 evaluations throughout the year:

Type of consultancies

 

Action Against Hunger consultancies are varied depending on the need of the country. Below are some examples:

  • Nutrition coverage survey specialist to implement a coverage survey of Action Against Hunger Programmes in Darfur and train the Sudan teams on coverage survey methods
  • Expert to evaluate a Food Security and Water, Sanitation & Hygiene Project in Guatemala

  • Expert Humanitarian Advisor to review our programme and management systems in North Caucasus

 

We cover all areas within our sector, such as water and sanitation, food security, nutrition, disaster risk reduction and many more…

 

The average length of a consultancy is between 10 – 45 days.

 

What do we offer

 

Terms of reference (TOR):

A detailed TOR is provided along with any background information required for you to undertake your role.  The consultant will have one contact throughout the consultancy to facilitate his/hers requirements.

 

Security

The ACF International Network will be responsible for the security of the consultant when he/she is on duty in ACF-IN premises, visiting programmes or generally speaking on duty.

 

ACF-IN will be also responsible of her/his security if the consultant is living in ACF-IN premises, should he/she have signed a document certifying that he/she will follow ACF-IN security procedures and rules when in country.

 

If the choice of the consultant is not to be accommodated in ACF-IN premises, ACF-IN will not be responsible for his/her security out of the consultant working hours/time. In both case the level of responsibilities will be clearly specified in the contract prior departure.

 

In tense and insecure context it is recommended to the ACF-IN mission to host the consultant in order to avoid any additional security risks to the mission. In such case the consultant will not have any choice other than to agree with ACF-IN conditions.

 

Payment

A daily rate is negotiated based on previous experience and payments will be made upon receipt of an invoice and all expenses relating to your consultancy.

 

Payments are made on the basis of the timetable provided to you with the TOR. In most cases payments are as follows:

40% of the fees will be paid after reception of the draft report, 60% will be paid after validation of the final report by Action Against Hunger.

 

Insurance

Action Against Hunger does not cover insurance of the consultant.  The consultant is responsible for his/her own insurance and the details must be provided to the Human Resource department at the time of signing the contract.

 

Transportation

Action Against Hunger will support the consultant in booking any flights and visa documentation that may be required.  If this is not possible, Action Against Hunger will reimburse the consultant any costs involved.

 

Accommodation

Dependant on the consultancy TOR, the consultant can be accommodated within the mission premises or in a hotel. It will be up to the mission and to the consultant him/herself to take the final decision (premises or hotel).

 

Food

Dependant on the consultancy TOR, food is reimbursed or provided through the guest house accommodation.

 

Per Diem

The amount of the per diem for the consultant will be discussed before his/her departure and the administrator of the mission will be informed of the amount. The amount will be paid locally.

What is the typical profile of a consultant?

  • Professional expertise relating to the issue being evaluated
  • Field experience in the evaluation of humanitarian aid
  • Ability to manage the available time and resources and to work to tight deadlines
  • Independence from the parties involved
  • Ability and readiness to work in high-risk area
  • Talent for oral communication
  • Ability to write clear and useful reports
  • Available for the whole time of the evaluation
  • She/He will ultimately be responsible for an evaluation, which must meet the required quality standards and ToRs, and for the production of an acceptable report.
  • In case of a team of evaluators or an evaluator leading a team, the team leader needs to be a confident communicator in order to manage the team, to participate in negotiations over terms of reference, to interview senior level key informants and to present the findings once the study has been completed.
